Online Enrollment for International students

Hi, I am trying to enrol online for my course. Even though the enrolment guide states that "If you are a commencing international onshore student enrolling before you arrive in Australia, you can use your current (overseas) residence address to enrol but will need to update this within 7 days of your arrival in Australia", I am not able to move onto the next page to select classes. Let me know if it is not possible to enrol unless I have a residence in Australia.
