Can student(s) stay back without 24 hours access to Computer labs

Is it true to all concern?

Some students who don't have 24 hours access but their friends let them in the computer labs!

They don't stay back to do assignment or prepare for presentation for their courses, instead, they chit chat loudly and the other students are not very happy but don't know what to do about it...

Security staff used to come around to make sure all students who have 24 hours can stay back but doesn't seem to be the case any more....

Who should we contact if this situation happen???
